My studies were more focused on what that requires - languages and maths, just to start, but I don't know how much of a comparison can be made with other worlds.
Where I come from, there's magic, but it's dangerous. The only people in the Imperium who use it are sanctioned psykers. And they're usually kept away from everyone else.
That doesn't sound too dissimilar to what I know. Magic is dangerous. That's why it needs years of study and control. Unless you want to end up dead or worse, and why the government keeps track of who can use it.
